Question Problem with Grass Laying Down w/right wheel

I have a 61" Snapper Mower, it has 700 hours, I bought it new. I am having a problem with the right front wheel laying the grass down and then the deck not pulling the grass back up to cut. I have replaced blades, belts, tension springs, pulleys, adj tire pressure, all with still having the same problem. I am having to mow twice, which isn't the way to make money. The mower isn't blowing out the shoot as far as it did a couple of years ago either, I've had the rpm's on the motor checked and adjusted and still the same problem. Any suggestions? or anyone having the same problem? Any help would be appreciated.

Could it be that you have a bad blade spindle that is causing the right blade to turn at a slower speed therefore not lifting the grass and discharging it properly?

Thanks for your suggestion, I haven't replaced that part, so I think I'll try that and see if that helps. Thanks again.
