Vacuum operated fuel pump? If so, then make sure both fuel lines are clear and filter is not clogged. The third line in the pump is the impulse line that usually goes to a valve cover. If the impulse line has a crack or is leaking in any way you will lose the "power" to the fuel pump. Make sure the impulse line is not leaking and that you have an actual impulse on the line at the pump while the engine is running. If everything checks out then the pump is suspect. Do you have another piece of equipment that you can borrow the fuel pump from for testing purposes?
