How tight on front wheel bolts?

I just purchased a Z4 including flex forks that had to be ordered so I put them on myself when they came in. No issues with the forks but I did notice that the wheel axle bolts cannot be tightened very much without the wheels getting in a bind where they will not roll. They are locking nuts in that they have the nylon insert but I just wanted to ask if this is normal or not. I sure do not want the nut to come off.

I have a older super mini z-2003.
And I have found that there is not a spec on how tight the bolt should be.
If I make it to tight the zerks will not push grease into the bearings.
If it is to loose then I get wobble on the wheel.
So it is a kinda feel thing.

Tighten until there is a very slight drag on the wheel, this is sufficient and not to tight.

Easier said then done.
That was my point.
So it is a kinda feel thing.
