Depressurize the system to check bladder type pressure tanks. Air pressure should be 2 psi below the cut-in pressure.
An example would be a tank pressure of 28 psi on a 30-50 pressure switch.

After looking at the photo some more, if there are two intakes in the pond and one of those check valves are fouled then the one pump that is running could just be pumping water back through the other pump right back into the pond.
In a set up like that I would install check valves on the pump outlets to prevent the above scenario from happening.
