I opened it and it said cart empty.

So I bought the governor gear which came with a gear w/centrifugal weights attached, a wire o-ring to attach gear onto shaft, and a piece that looks like a top-hat.

I opened the weights just far enough that the "brim" of hat was just under the "feet" of weights,the hat would not push all the way down, don't think it should.

The tab on the end of the governor shaft is what holds the "hat" in place so depending on where the governor is it allows that little bit of up & down movement for the weights.

I hope this is correct.
