Tree shoots

I have a customer who had a pear tree removed. The area is covered with shoots and it is spreading. Is there a chemical to control this?

prune the individual shoots to ground level and paint top of stump with at least 18% Roundup... It needs to soak into the root via the xylem/phloem network so be sure the have enough liquid for that purpose...
