I believe NY has passed a new law not allowing fetilizers to be applied between certain dates, I don't remember off of the top of my head but let me check
obviously not when the ground is frozen. but late fall is the best time to fertilize, the roots continue to do their thing after the top growth has pretty much stopped Teas can be applied in early spring with a fert application in late May or early June. The roots will supply the required nutrients that they have stored in the fall until then
