Licensing depends on the county and the legal business structure... Obviously a Sole Prop is going to be way cheaper then forming an LLC... BUT each one has benefits and disadvantages... Also, insurance can vary and range from $400 all the way up to like $5k per year, so you will need to shop around and pick the coverage which is right for you and covers your business... The first thing you really need to decide is your working budget, then for a legal business, then proceed with getting insurance to cover your new company... Then focus on advertising, pricing structures, etc... If your going to be in business, you really need to put together a written business plan and start researching all of the needed necessities to open this business... Make sense?
