I'm not sure you can use a pentrometer to test compaction on that type of aggregate.

What type of gravel are you talking about?

Dynamic cone pentrometer is the name of the tool you are using.

Are you testing clean stone or processed gravel?

Bottom up...
clean rock 3/4 to 1inch then i put 1/2inch of pee ston down to put my block on. for screending Then block and pipe and then the fabric 150 filter on the soil side and fill it up compact 8 to 12ich on the 3/4 clean rock then stopping about 16inch from the cap and puttung down 500x woven fab and the class A gravel. 3/4+-. compact that about 4 passes if not to dry. This is were i give it the 15 drops and see if it only passes the line on my rod a 1/4 of a inch. That tells me about 70%+- proctor. then rap the 500x up and around it and the if it is loam or mulch put it in. so i would put 6 to 10 inches of gravel the the rest loam or mulch. I dont test the crushed rock.
