Looks like a clog in a septic system, thus not allowing the tank to empty?

if it's a septic tank, and it's the out flow to the field, there's no baffle to keep the solids out, if it's the in flow pipe, no tee with a pipe down to the bottom minus 4" and a pipe to the top minus 1".

If it's not a septic tank, then it's BP"s fault.

The Methane gas has deteriorated the concrete baffle allowing solids an easy exit.
