materials to use under cobble stone

What is a good material option to use as a foundation, or base under a cobble stone sidewalk? Would road rock work? (Is this a dumb question)

We did a driveway apron last year and poured a cocrete sub base and the screeded the sub base w 1part portland1part screenimgs and sand then hosed everything down and then pointed the joints a week later..

We use stone dust when we lay down cobble stone.

How would all this hold up the the freezing and thawing that happened this year in Illinois? I want this to last, and broken, or messed up is not great for business.

I use a 4" poured concrete base with wire. Then after base has set, I install cobbles with around2 " of a relatively dry portland mix. I have never had any problems with the NY freeze thaw.
