I just met with a property manager and they gave me one property and he said he is still waiting on word from the other properties. This was at the end of the meeting and I said I'll just send you something to sign and he said "this proposal is good enough for me but I'll see what it says"

Should this put up a red flag?

I do 98% of my work with property managers and it would be wierd for us not to have a contract. From what you said he doesn't sound like the guy who handles the the contracts, so I wouldn't be suprised. It's not uncommon to talk with one person the entire time I bid something and then meet the shot caller only after I've been awarded the account.
