tackling a new issue

I have a customer who has a couple of mature maples in his backyard. one is perfect, but the other has roots all over surface of the yard. he's love to reclaim this and make it a nice backyard for his family, and grow some grass back there. does he cut the roots and clean the surface up? help!

cut the tree down and use a stump grinder on the stump and roots?

More of an experienced arborist question. Tree roots will always be an issue with trees as they mature. I've tilled up areas that had tree roots. What a mess.
