Not enough info. I have seen people weld broken spindles back together and call it good running condition. Also I would pay as little as possible. I would also call the guy an ass for posting something without a starting price.. lol unless you are posting the ad and have not got to the price yet which would be why you posted this thread Know that everyone will want to negotiate so I would find my starting price then add 10% for a little wiggle room.

I bought a used good condition Toro 36 inch walk behind with a 12.5 hp Kohler engine and I got it for under 1k. That also included a beat up sulky that lasted a few mows.
