Tiller transmission - oil or grease

I haven't managed to identify my tiller, http://www.lawnsite.com/showthread.php?p=4025766 but did get the motor cleaned up and working.

Now I'm looking at the transmission. It has fill and drain plugs but when I opened these up I found that it is filled with grease. I suspect one of the previous owners had seal issues and filled the case with grease rather than oil.

What would one normally do in this situation. Should I clean out the grease, replace the seals and fill it with oil or leave it grease filled and give it a few strokes from a grease gun every season?
