Valve boxes full of water..

I've had customers call me over before to repair a leak. I can tell when there is an actual leak in a valve bank because there is a muddy slurry. Sometimes though, I pump out the valve box and notice that the surrounding soil is relatively firm. Sure enough, no leak. Now I'm left trying to explain to the customer how there is no leak found. I check back days later and everything is all dried up. Can someone help explain how a valve box would fill up with water without there being a sustained leak?

Could be a broken head near the box filling it up, natural drainage, over watering. Many things

Did you have a lot of rain? I got boxes that fill up all the time when we have the summer monsoons.
