New LCO undercutting and using Illegals

We had a new guy come up out of no place about 1 year ago bought some equipment from a local lco that went out of biz now this guys real job is working for his father and he is backed by his father in this lawncare thing. I hear so many say "ahh let them bid low they will lose enough money and go out of business" I think that is a crazy statement but alot of people use it. Here is the thing this guy is undercutting everyone by over 1/2 the bid and doing shity work as I drive by some accounts that he has well under bid others on. Also is it illegal to hire workers that do not hold a green card in the state oh ohio as he has a few and I know for a fact as the 2 cousin of one of my legal workers works for this other guy mowing and landscaping. Im all for new guys and everything but this guy is driving down the price of lawncare and snow removal in my town to a point of concern by many other lco here. Anyone ever have this problem with a new weathly lco?

Im sure it will but while he is backed by his dad and alot of money he will put some good lco's out of a job. I know 1 right now that is on the fence as he has taken a few of his big jobs and even tho they are not happy with his work they say they will stay with him because his prices are so low. Right or wrong this is how it is.

No im not, As I stated he still works for his dad as his main job even put his lawn stickers on the roofing trucks that his dad owns .His dad is backing him with funds and workers, so yes weathly is the word.
