best herbicide for weed control in minima jasmine beds

I am looking for a good herbicide to control weeds in minima jasmine and lyriope without damaging the plants. I have been using image at a rate of 1 1/2 tablespoons per gallon with little success. Any help would be greatly appreciated.

Fusilade II Will control Grassy Weeds as a Over The Top application.
