Kawasaki fc460

I have a Kawasaki fc460 I think its a 12.5 or 13hp engine on a 52 inch toro proline. The problem I think(I didn't own it since new and the other owner did) is that the RPMs are fine at an idle and a little bit about idle but if the throttle is moved just the slightest bit more the motor revs very high and somewhat out of control. It seems to be more controlable when the blades are engaged. The last thing I want to do is ruin the motor by over revving it. Can anyone suggest a cheap tach that I can attach to my machine? Is there something wrong with this motor? How can it be fix, short of taking it to a servicing dealer? Your help is greatly appreciated.

sounds like a governor problem. it could be the spring, linkage or worse - flyweights or gear. if you lucky then maybe someone messed with the adjustment where the governor arm attaches to the gov shaft. get a manual and follow the governor adjustment procedures. if that doesn't do it then it's probably internal. you can get a SenDec tach at you local commercial engine distributor for about $60.00 retail - just don't install it permately and use it as a service tool for all your engines. try Ebay - you might get one for half price.
ps - has it always ran that way since you've had it?

You can buy the manual at your local Kawasaki dealer for around 10 bucks or you can buy them directly from Kawasaki at
