Fines are normally only given to those who ""SHOULD"" know better and are blatantly breaking the law. People with Licenses and applying out of catagory will get some of the biggest fines. Second time Offenders get big fines also.

Just to add to the above answer about fines. The Field inspector just writes the citation. He sends it to Tallahassee for a review board to set the disciplinary action, Fine or Warning letter. How that Field Inspector writes that report has a lot to do with the amount of the fine etc. This is one time you want to be very respectful. Attitude is a biggie in that situation
