I know this sounds stupid, but, have you checked the oil level in the hydro oil tank? with the repairs you have done, you might be low on oil after all the hydro lines got the air bled out.

noo thats not a stupid question but yes I did and level was fine...the other wheel turned fine....i actually did a little more research and found out that when u remove the top plate to replace the seal...u must not rotate the top 180 degrees or u will not get any pressure....when i removed the pump and took top plate off and rotated it 180 degrees and put it back on and pump wrked fine....go figure.i never knew

Glad you got it figured out. In fact, the fix was one of the next things I was going ask you about. These pumps have a lot of parts, and going into one of them with no prior training or experience is pretty gutsy. It does not take but one minor assembly error, to create a problem.
Even after taking factory training, I have put a few back together wrong, and had to redo the task.
