Kawasaki FH541V KAI surging... Please Help!

I have a 2007 toro 52 inch hydro walk behind fixed deck and the motor is revving up then down over and over again between half and full throttle.. Please help! there is a spring on the rod connecting the throttle to the governor. connected on governor, not throttle. cant find mounting point. Where is it?

The other end of the spring should be hooked to the throttle as well. The spring basically takes the play out of the linkage between the governor and throttle. Look for a smaller hole on the throttle to attach it to.

yep, right next to where the link rod connects to the throttle shaft.

The spring just takes the slop out of the linkage. It assures the throttle reacts when the governor does. It's just to make sure the link rod doesn't wiggle around in the holes on the governor arm and throttle shaft.

Does it do it even after warmed up? My FS481V surges a bit at full throttle when its not under load for the first few minutes. Also is your gas good?

Yes and yes. new gas, stabil in it as well

One end goes to the gov. Linkage. The other goes in the carb linkage hole

So the spring goes in its own hole on the governor, and in the same hole as the linkage on the carb?
