Kawasaki FS541V increase rpm?

How would I increase the rpm on this at full throttle? I think its supposed too run at 3600, but my tach is only reading 3100-3200rpm. Thanks

gibbon,
I can't answer this technical question but I will add that my 19hp engine needs work done to it. At best it will cost me at least 600.00!! My engine seemed like it was loosing power then began surging at idle speed. Under a load, it runs like a top. It is the governor gear.......................at 800 hrs. It may be a pre warning of your impending rpm question.

yeah you have to loosen the 10mm bolt that holds the throttle plate to cylinder head and push entire plate up for more rpm.

You can move that cable but I would be carefull not to give it too much, dont want to blow that engine. Maybe the cable is corroded at the engine end .
