Hydro adjustment

Hello, I have a Scag 52" hydro walk behind when in forward motion I can pull on the right handle, NOT the Stearing controle grip and the mower turns right. If I try to pull left the mower won't budge.
This is also on pavement and not grass.
Is the hydro going bad? Is the gear motor going bad? Also, the mower won't track straight?
I hope this is just an adjustments problem.

Amazing....the belt fixed tracking...dead hydro...and even on pavement...
That is one super duper belt adjustment.........Good Job....

Well there were a few other things like an air issue, one with the hydro the other a lack of in one tire. The biggest charg was the belt. The tracking is fine. He may have made an adjustment while I was gone???

The reason I could pull the mower to the right was that a pressure relief valve (???) on the hydro was partially open. Oops!!!
