Cheesy but how about this. Call a rental company and see if they rent out plywood temp flooring and the fake indoor/outdoor grass and put it down in the backyard.

Not even her lawn! Her sons wedding at a Friends yard. Cali laws on pest control are weird.

Dogs would help, maybe you can get some Coyote Urine to scare them away.

You could use rescue but I do not know how long it will last.

You can fill in the holes with the soft dirt but you will need to scare off or otherwise control the Gophers. In Texas we would run them all to Cali on a shot gun train.

Water will firm up and stabilize some but the rodents must go.
