2nd year bermuda help.

I live in charlotte, nc. I am trying to convert my whole lawn to bermuda since 2/3 was taken over already when I moved in. There are clumps of fescue spread throughout my lawn I need to also get rid of. The seed started off well the first summer. I did not realize how much the chickweed was overwhelming half of the front yard this spring. I killed it all with two applications of Fertilome Weed-out. The bermuda is so very slow to come back. Small patches are just starting to green up. The rest looks like brown dormant grass and clay. I used a 16-4-8 fertilizer first week of May. Any suggestions on what to do next?
