The situation is such that in today's prisons something like 90% of all inmates are incarcerated as either a direct or indirect result of using drugs or alcohol.
Plain and simple, almost every person incarcerated today is there because of something to do with either drugs or alcohol, no two ways about it.

Therefore, thieves are simply future inmates and most likely they are either high or drunk, or they are looking for a way to get high or drunk.
And that is why they steal, because nobody will hire them on for work, so they have to steal to get money so they can buy drugs or alcohol.

Now druggies or alcoholics, whichever, some may not be the shiniest example of a productive citizen but like it or not they are not stupid.
And they would thus never steal a hand tool like a shovel or a rake because they can't sell such CHEAP hand tools for enough cash to buy anything to get a decent high, buzz, or drunk off...
You just can't, they won't give you a $5 for one, maybe $10 for the entire collection but that is a load of bulk to try and run off with too!
Last but not least can you imagine tripping and taking a fall while trying to run off with two arms full of these things?
Hell it's hardly enough for a pack of cigarettes, and for that they risk doing time.

That is why they don't steal hand tools such as shovels and rakes.

That's right. I've had my open truck/open trailer hit a few times and the hand tools are NEVER even touched. Hell, new they're only like $20-$30. These people who steal our ****, they aren't thinking about how they can work with the stuff they steal.

I find that people will not steal stuff they HAVE to work with. You can't pawn a used shovel or rake like you could a chainsaw. The only other option is to use it. They ain't gonna use it.

Your shovels are safe.

If you have good tools from A.M. Leonard or King of Spades, then other craigslist landscapers might drive by and take them, so no, theft is not something to be overlooked.
