No. You are wrong on all counts. If left unreported that "lawn" would STILL be uncut. The landlord is a slumlord - she doesn't CARE.

The only rental I will entertain is one paid for by the landlord.
I am sorry you live next to a crappy renter. Our HOA now has a lengthy application process for anybody that wants to rent.
