Blade tip speeds on walk behind 48s.

Was changing rpms on my bobcat 48 wb and after reading some posts on this forum I realized maybe I should focus on blade tip speed vs rpms to get the best cut quality and be able to mow the quickest. I'm going to measure it today with a laser tach at the spindle pulley but what's ideal, as fast as I can get close to 19000 without going over? I'm running double blades.

Anyone swap spindle pulleys for smaller diameter ones to get a higher tips speed without over revving the engine?

Engine at 3400-3450 pulley at 3450 if I'm doing the math right with the 16.25 inch blades I'm only getting 14,669 at the blades. That is low right?
