Most likely the magneto is bad. here's a link to Kohler's site, and you engine in particular. Click on the electrical system in the column at the left. It shows the magneto location and wiring diagrams-

A magneto will draw current unless the current is kept from flowing back. They are grounded to the engine and its just like leaving your key switch on. I am doubting that's the issue if its charging fine.
