Check Valve Whistling

My neighbor's above ground shallow-well irrigation pump is cycling about every three minutes (40 PSI down to 22 PSI). When it pumps up, it begins to whistle pretty loudly and the whistling decreases as the pressure drops.

There is a ball valve on the 1" PVC discharge side at the pump and I have it closed so I am pretty sure the problem is on the suction side of the pump.

The check valve is just above ground and when you put your ear on it, it seems like that is where the whistling is coming from.

Have any of you experienced this and was it the check valve?
