How to test starter on Kawasaki

The engine has been turning over slowly and this morning it will not turn over at all. Replaced the battery thinking it was bad but not the case. Checked to see if sufficient voltage was going to through the solenoid to the starter and it is 12+ volts. So I am guessing it is the starter, but before I replace it I would like to be as sure as possible that is it. Is there an electrical test I can perform on the starter to be sure such as an ohm reading?

Take the starter to an auto parts store. Autozone has a good bench tester that will tell you if its drawing too many amps.

Clean up the connections too. Also try and jump start it from the solenoid and see if it sounds the same way. Battery could still be going bad.

If the battery is good...jump across the large terminals on the solenoid...
If it doesn't spin over good...its bad...
Your mower is one of the best starter checkers there is...
