Weedy lawn, how to address char nc

So Im here in Charlotte NC and been waiting for a while to address this
I understand now is the time to get my fescue seeds down

my yard is basically a mix of weeds of all types.
there are some bumpy spots that are rough when I mow it

I am going to rent a power rake this weekend and loosen the entire yard up

what plan of attack should I take? the soil will be loose from raking
can I simply broadcast 7-8 lbs per 1000 sq ft?

what starter fert will I need? should I put down straw?

when and what herbicides will I need in the following weeks or just wait till spring?

Power rake, broadcast seed, and either power rake again ir just use a normal rake to get the seeds down to the soil.
Any starter fertilizer with high phosphorous (middle number on bag) to aid in seed establishment will do.
Don't straw, the thatch from power raking should leave plenty of cover for the seeds.
Start spraying out the weeds after about 4 weeks or 2-3 mowings of the new grass.
