I would assume it is a prv somewhere.

Here is some honest advice. Usually when the folks at the city/water district give you the run around, or "legally we....." That is code for: "I have no fing clue because I could not make it on my own and that is why I work at the city. I have no problem solving ability, and you can tell by the '10yrs of service' badge that is on my chest. I enjoy eating lunch on schedule and cutting off at 4:50pm regardless of the work load in front of me; which I have no incentive to finish in a timely manner because I am in a Union that will sue the city for tax payer money."

As you can tell, I have been in your shoes more than once.

The ones around here do, that is the designation for the "really special guys." Some even get their name on the door of the truck.

I'd want to take a map of my own pressure readings and compare it to what the utility has. I wonder if they are saving money by not upping the pressure. Or maybe their supply is tight, and lower pressure makes for less flow.
