I would assume it is a prv somewhere.
Here is some honest advice. Usually when the folks at the city/water district give you the run around, or "legally we....." That is code for: "I have no fing clue because I could not make it on my own and that is why I work at the city. I have no problem solving ability, and you can tell by the '10yrs of service' badge that is on my chest. I enjoy eating lunch on schedule and cutting off at 4:50pm regardless of the work load in front of me; which I have no incentive to finish in a timely manner because I am in a Union that will sue the city for tax payer money." As you can tell, I have been in your shoes more than once.

I'd want to take a map of my own pressure readings and compare it to what the utility has. I wonder if they are saving money by not upping the pressure. Or maybe their supply is tight, and lower pressure makes for less flow.
