When a truck is speced (fire trucks or any other) they match the transmission to the maximum engine torque. Trucks that use smaller engines like the ISC Cummins use the 3000 series. Our fire trucks have Detroit Series 60 engines with something like 1700 ft./lb of torque and use the 4000 series. I've seen tandem dump trucks with smaller engines that use the 3000.
