Ferris 48" Walk Behind Not Turning Off

Hello, on one of my Ferris walk behind mowers (Model 5901012), I can start it, but does not turn off with the switch. I also noticed that if I release the safety bar while the blades are running, it does not power off. I thought it was the operator presence switch, so I replaced it. Nothing. Then I replaced the ignition switch too and nothing. I have to adjust the choke to turn it off. Any suggestions? Thanks.

trace all your wires, there's a ground that's corroded or disconnected... My bet is you will find a little on dangling some where if you look close,
