400 wouldn't be bad if it's in good shape. 6hp isn't much for a walkbehind blower. If it was me I would just buy another BP unless you can find another walkbehind with around 9hp and up. Just my opinion.

Nope, unless you are looking for something light weight to push around a parking lot. Personally I wouldn't waist my money with anything under 13hp.
