trans problem 36 metro

My back up machine. Only run about 30 hours since I replaced trans belt earlier this year. Was using it last week and the trans belt popped off. Put it back on and continued to work. Now today the belt is on and the trans is not spinning. You can spell the belt burning a little so I shut it down.
took the belt off and spin the trans pully by hand. It turns to a certain point and stops. If you jiggle it a little it goes a bit more and stops. Same thing if I rotate it the other way. This was in neutral.

Is the trans locking up on me? What should I look for?

Rolled it forward a little and notice I can spin the pulley just fine now. Spins in gear too.

Sounds like chipped tooth piece jamming it. Splitting a Peerless is not difficult.

So would it be a good idea to open it up? Maybe re grease it? What type of grease.
