Chute Blocker Question

Making and installing a chute blocker for my ZD 331 and have a question.
Most of the blockers I have seen have cut-outs, on an angle in the flap. What is the purpose and are they required?

The holes let out air. The blades create air flow that if blocked completely, will change the way the grass stands up before being cut. You will substantially decrease your cut quality if you don't have those spaces.

Please explain how that would work if you have a mulching kit installed? Where does the air go then??

I have a chute blocker brand(I think). It i just a flat piece with no holes. I works fine for me.
