Back flow testing

Hey a friend of mine told me that back flow testing could be a good side job to get into. He said I could take a class to get certified for $590, (class last a week) once I take the class I can get certified. He said I could charge around $70 and get the job done quick. Is anyone doing this? Is there good money to be made?

The township I live in requires testing every 5 years and its a by neighborhood. There was one plumber that offer $40 per backflow if he got at least 10 people, instead of the normal $70. I think he ended up with 50 or so test and made $2000 in 2 days. I am looking into, trying to find out how the plumber knew which neighborhood got the letter from the township that states when the test is required. I figured the class is the easy part to figure out.
