Check and make sure the choke is closing all the way. May have to adjust choke.

Do this by looking through where the air cleaner sits and make sure the flap is shut right? Or zm I thinking of the wrong thing?

The linkrod that goes to the choke lever has a V bend in it...
Move the throttle cable all the way to choke...
With your finger..push on the V towards the carb...if there is any movement, the choke isnt fully closing.
You can bend the V open a little to lengthen the rod ...which will close the choke..

ok i will give that a shot. I have been reading a lot that the valves may need adjusted. Does that make sense in this scenario?

Used just a small shot of starter fluid in the carb and plug fired right up. In my limited experience tells me carb is bad. Is this correct or am I off?

If your just able to squirt starter fluid into the carb and it starts,..then I'd say its the carb,...not that its bad, I'm still thinking the main jet on the bottom is clogged~
I'm gonna try to send you a link to where these jets are located on the carb, the link should bring you to a photo of a breakdown of the carb and parts,...
#25, #26 & #29 are main & nozzle jets that can be clogged, they unscrew out, but over time can set in and be very hard to remove if at all , if that happens best to make sure that area of the carb is being soaked good and then blown clean with an air compressor and hopefully will clean out any dirt.
Note also be careful not to loose the float needle#16 (connected to the float) while doing all this~

No problem glad to give advice when I can,..
Don't feel bad if those jets don't unscrew,..My first carb, they were so locked in there, I ended up getting a new carb,...and the second carb only the first jet would come out, but was enough that when I cleaned it , the mower started better.~ just be careful and not strip them trying to get them out, best to just soak and blown them, than ruin a carb that will work for ya~
And ya..check out the choke linkage,...checking out the advice given never cost anything and hopefully it works~
