Dixie chopper problem

I have a friend with an industrial classic 60" its 4 years old with 275 hours and only homeowner used. He just fired it up last week and when he pushes the sticks forward it hesitates and struggles a bit to speed up. Once it is at top speed it holds it fine, but once he slows down it does it again. The dealer is not helping.

Check the hydro belt and idler pulley condition and replace as needed, under the seat in the center is the hydro belt idler arm. Over time dirt/sand can get into the idler arm mount bushings and cause it to bind, make sure it moves freely.

The correct hydro belt idler pulley tension is applied by moving the engine back or forward until the idler arm is in a straight vertical position......
