Stupid question... Do both rear wheels engage on toro 21 commercial?

This may sound stupid but I was selling my commercial 21" toro and one of the back wheels doesn't spin, so the guy thought the transmission was bad and didn't want to buy it. It stills pulls fine, a little to the right but nothing to bothersome. Is the transmission about to go out or is it fine? I want to sell it, but don't want to sell a bad one. If it's bad what would be a good asking price?

Ps it's the left rear wheel next to the assembly.

Both wheels must spin, once you find out how much it will cost to fix you will just want to keep it's a spare.

Remove the wheel then the axle drive gear, there's a key and spring #'s 14 and 15 below inside this gear. They get dirt inside and hangs up or the spring may be broken, easy cheap fix no matter what you find but that's where the problem lies......

Thanks hopefully that's it. if so I'll be ecstatic. I'll update once I get a chance to take it apart.
