Definitely get a new tap! I wouldnt recommend boring through peoples private property, wow talking about
setting up yourself for problems down the road.

Though this has been settled...

I think Jim would agree I wouldn't bore this without a good utility map from the HOA. Again Jim would know better then me, but I don't think a locator is going to touch that without a utility map...which they will use as a point of reference, but not depend on it.

A horizontal drill will run about $30 a foot. That is just a bench mark. Considering the layout there would be fittings to be made along the way. If in the street your into traffic control. Regardless your in traffic control to stage the boring machine anyway.
