2003 Kawasaki FH500V surging at full throttle and smoking

Can you guys point me in the right direction to what this could be. Mower ran fine last season but lately has been surging at full throttle and smoking when surging. It does not smoke at low throttle and only smokes on the surge of the engine. thanks!

By the way. I changed spark plugs the other day just doing a bit of maintenance and noticed the plug on left was very clean and plug on right was very dirty/oily. Not sure if this has anything to do with issue but figured Id mention it.

What color is the smoke?

Does it have a separate choke lever, or does it use the throttle lever to close the choke past a certain point?

Smoke is like a blueish/white color. I notice sometimes it will be a grayish black color as well. but 90% its the blueish white.

It's The governor,

I'm going through same issues....


Do a search on you tube, this seems to be a somewhat common issue...

My dealer and even the TORO Company, didn't know how to fix mine....

Had a similar issue with a different series kawi engine. Turned out the welch plug had come out of the carb. Mechanic replaced it and the engine runs much better. Not perfect, but better.

So is the smoking a secondary issue to the surging or both a governer issue?

Just went through the same issue with a Kawasaki last week. Govornor needed to be adjusted. There was a bolt holding the governor and it had loosened up moving the position of the governor from where it originally was. Didn't take the mechanic at Deere long to figure it out, but left me stumped. He been doing it 40 years and said he could tell by ear.

well that sucks. this was my favorite machine. any ideas of what this will cost me in parts to fix? my buddy works on engines as is pretty good at it. how do you suggest I diagnose problem? thanks!
