Is rototilling a new vegetable garder considered maintenance?

Just wondering if I will need a home contractor license to till new vegetable gardens for customers in Connecticut. I know that for all lawn and garden maintenance you do not need a license but is Tilling a new garden considered maintenance?

Just getting started doing my research as a newbie as well. As far as I understand it in my location, is yes you can till the garden. What you could not do, was to have installed the garden. Install being the key word, install being a form of construction.
