Convert surge to electric brakes

Just bought a used 12k utility trailer and having some issues with wheels locking up when the brakes are actuated. Trailer is almost 20 years old but has very little rust underneath and looks like it was kept indoors. I'm not a huge fan of suge brakes due to not being able to actuate them manually. They sell electric over hydraulic kits but it's not cheap.

Has anyone switched all four backing plates from hydraulic drum to electric drum? Any pitfalls or gotchas I should know about before ordering new 6000lb electric brake assemblies?
