Hydro PROBLEMS!!! ZTR and self propelled

I have two problems that I need answers to. The first is:

I recently changed out the hydro fluid in a cub cadet 3654 ztr. I got on it to pull it in and low and behold the right hydro does not move. I push the right control arm back and forward but nothing. The left works great! The right just barely enough to get it in the garage. What is going on??? is there air in it? or ....

The seconded is:

I also have a Honda HRX 217. I have noticed a decrease in the hydro speed. When I first got it, it was going four mph but now its more like two. What is going on with it? I have not messed with anything. Only changed the blades.
