Gravely WAW 1034 Blades Won't Tighten

Just bought a used Gravely mower. It has 2 blades. Took the blades off to sharpen and reinstalled them. Can't get either side to tighten up enough to torque them down without the entire assembly spinning. Contacted Gravely and no special tools are required. They just said to block each side. I know it's assembled correctly. I do not have an impact wrench. Any other ideas?

either you have to try and block the pulley from the topside, or get an impact. my 36'' stander is that way, its a terrible design IMO

Thank you for the advice. I need to get an impact.

An idea I had was to use blue locktight on the flat washer that sits against the spindle assembly and blade. What are your thoughts?

Also, the bolt holding the blade is .62-18 x 1.75. I found an american socket (not sure what size) that fit snug. If I use an impact, I don't want to strip the threads. Do you know what size socket this is based on these dimensions?
