left wheel does not lock in park

I have a hustler mini z and am working on an oil leak.
While inspecting it, I noticed that the left wheel does not lock when I put the left lever in park.
I removed the wheel and the hub is covered with oily dirt as if something was leaking.
I can move the hub by han when the lever is in park and there is some grinding noticeable.
Is this an adjustment problem or is the wheel hub gear assembly failing?

The brake is very similar to a automotive style brake. There are adjustments that you can find on hustlerturf.com. At the bottom of the page you'll see a link to manuals. Click on your model number and you should find the adjustments. If you need to remove the hub, please check you have the right tools before you start.
