Exmark hydro pump or wheel motor

I have an Exmark lazer z 60in with a 27 Kawasaki. The right side hydraulics are weak. Forward speed the left really overtakes the right. Same in reverse.
New oil, filter etc. New Exmark filter and Exmark hydro oil. Though air in system might be problem. Blead out the system several times and really no visible air in reservoir. All return hoses reclamped etc. All linkage rods and adjustments seem to be in order. Noticed when I have the engine off and the back wheels off the ground I can spin the right wheel motor quite easily by hand forward and reverse. I cannot spin the left wheel motor at all. Both release valves on both pumps tight. Possibly might have bad right wheel motor????
Any help would be appreciated!!!
